UK Prime Minister Burnham urges bolder ties with EU ahead of summit

In a meeting on Sunday, British Prime Minister Andy Burnham pressed European Council President Antonio Costa to adopt a more assertive approach toward deepening the United Kingdom’s relationship with the European Union. The discussion took place as Burnham travelled to Kyiv to co‑chair a meeting of the so‑called “Coalition of the Willing,” marking his first visit to Ukraine since taking office.

Calls for greater cooperation

Burnham told Costa that Britain should build on existing defence and security cooperation with European allies and expand collaboration across the entire relationship. A Downing Street spokeswoman said the prime minister emphasized that the United Kingdom “had to be bolder in terms of getting closer to the bloc.” The leaders agreed that the upcoming UK‑EU summit, scheduled for later this year, would provide a valuable platform to advance these goals.

Defence and security initiatives

During the same trip, Burnham met Luxembourg’s Prime Minister Luc Frieden. The two discussed mechanisms for increasing defence spending, including the Canada‑backed Defence, Security and Resilience Bank and the Multilateral Defence Mechanism launched by Britain, the Netherlands, Finland and Poland. Downing Street noted that the leaders explored how the two schemes could complement each other, underscoring a shared interest in bolstering European security architecture.

Trade ties remain a work in progress

Since the Labour government was elected in 2024, Britain has sought to improve its trading relationship with the EU, but progress has been slow. Both sides have expressed frustration over expectations and the practicalities of cooperation outside the EU’s core institutions. Burnham’s remarks signal a renewed push to overcome these hurdles, with the summit expected to address lingering trade issues and explore new avenues for economic partnership.

Implications for UK‑EU relations

The prime minister’s call for a bolder stance reflects a broader strategic shift toward re‑engaging with Europe after years of distance following Brexit. By emphasizing defence, security and trade, Burnham aims to position the United Kingdom as a constructive partner in a region facing heightened geopolitical challenges, particularly in light of the ongoing conflict in Ukraine.

Analysts note that the success of the upcoming summit will depend on the willingness of both parties to make concessions and develop concrete frameworks for cooperation. If the talks yield substantive agreements, they could reshape the post‑Brexit landscape and provide a more stable foundation for future UK‑EU interactions.
