U.S. and Canada Trade Teams Meet in Washington Ahead of 50% Tariff Deadline

On Friday, August 21, senior trade officials from the United States and Canada convened in Washington, D.C., for a third round of talks aimed at averting a steep new tariff. The meeting, scheduled for 10:30 a.m. EDT, featured Canada’s Minister of International Trade, Dominic LeBlanc, and U.S. Trade Representative Jamieson Greer.

Negotiations intensify as deadline approaches

LeBlanc and Greer spent more than three hours together on Thursday, with LeBlanc’s office reporting that the parties were “very close” to reaching an agreement. Nonetheless, both sides acknowledged that additional work remained to bridge remaining gaps.

The urgency stems from a deadline announced by President Donald Trump. If a deal is not finalized by midnight on Saturday, the administration plans to impose a 50% tariff on roughly $20 billion worth of Canadian imports. The proposed tariff would take effect at 12:01 a.m. EDT on Saturday, adding significant pressure on negotiators to find common ground.

Potential impact of a deal

A successful agreement could ease nearly two years of strained relations between the two long‑standing allies and major trading partners. Beyond the immediate relief from the looming tariff, a deal would also lay the groundwork for broader discussions on renewing the United States‑Mexico‑Canada Agreement (USMCA), which governs trade across North America.

Industry leaders on both sides have warned that the tariff could disrupt supply chains, increase costs for consumers, and harm sectors ranging from agriculture to automotive manufacturing. Canadian exporters, in particular, risk losing market share in the United States if the tariff is enacted.

Political context

The trade talks occur against a backdrop of heightened political tension. President Trump has repeatedly emphasized the need to protect American jobs and industries, framing the tariff threat as a bargaining chip to secure more favorable terms for U.S. businesses. Critics argue that the approach risks damaging the long‑standing economic partnership that has benefited both nations for decades.

Both LeBlanc and Greer have expressed a commitment to finding a mutually beneficial solution. LeBlanc’s statement highlighted the importance of “maintaining a strong, collaborative relationship” while Greer reiterated the United States’ desire for “fair and reciprocal trade practices.”

What’s next?

With the deadline only hours away, the final outcome will hinge on whether the negotiators can resolve outstanding issues quickly. If an agreement is reached before Saturday, the tariff will be averted, and the path will be cleared for the next phase of USMCA renewal talks. If not, the 50% tariff will be imposed, potentially prompting retaliatory measures from Canada and further complicating North American trade dynamics.

Stakeholders on both sides are watching closely, as the resolution will have immediate implications for businesses, consumers, and the broader economic relationship between the United States and Canada.
