Trump Scales Back U.S.–South Korea Joint Military Drills, Raising National Security Concerns

Washington — In a surprise move on Sunday, President Donald Trump directed the U.S. military to scale back the 11‑day Ulchi Freedom Shield joint exercises with South Korea. The decision, announced just as the drills were set to begin, has drawn sharp criticism from former diplomats, members of Congress, and security analysts who say it undermines a cornerstone of U.S. strategy in East Asia.

Why the change matters

Trump justified the reduction by citing South Korea’s refusal to join his proposed war against Iran and by emphasizing his personal rapport with North Korean leader Kim Jong Un. Critics argue the rationale ignores the broader strategic purpose of the drills, which are designed to deter North Korea’s nuclear ambitions and reassure regional partners.

“There is no American interest that I can see in this,” said Dan Fried, former assistant secretary of state for European affairs under President George W. Bush. “It undermines the South Koreans, undermines the Japanese, frightens the Taiwanese, unnerves NATO and emboldens the Chinese, not to mention the North Koreans.”

Former officials voice alarm

Danny Russel, a former assistant secretary of state for East Asia and the Pacific in the Obama administration, called the decision “firmly in the ‘hard‑to‑see‑how‑it‑could‑be‑worse’ category.” He added, “Trump is punishing an ally while encouraging an adversary, protecting Kim Jong Un’s sensitive feelings at the expense of U.S.–South Korean security.”

Retired ambassador Robert Wood, who served under both Republican and Democratic presidents, stressed that the joint drills are critical for deterring North Korea, which continues to expand its nuclear and missile programs. “We also don’t want South Korea to draw the conclusion that a nuclear weapons capability is the only guarantee it has to ensure its security,” Wood warned.

Congressional response

Rep. Greg Meeks (D‑NY), top Democrat on the House Foreign Affairs Committee, condemned the move, saying it “treats one of America’s closest allies like an adversary and benefits China and North Korea.” The statement reflects a broader bipartisan concern that the scaling back could signal a retreat from the U.S. security umbrella in the region.

Potential ripple effects

Think‑tank analysts note that the decision may prompt allies to reconsider their own defense postures. Matthew Kroenig of the Atlantic Council observed that polls show growing South Korean support for an independent nuclear deterrent, a shift that could be accelerated by perceived U.S. unreliability.

Charles Kupchan, senior fellow at the Council on Foreign Relations, warned that longtime partners might begin to contemplate self‑reliance, noting, “They are hoping that the American umbrella is there for the future, but they have to at least contemplate the idea that Uncle Sam won’t be there for them.”

Trump’s messaging

Following the announcement, Trump posted a photo of Kim Jong Un speaking on a phone with the caption, “HEY DONALD … WE COOL, RIGHT?” The post underscored the president’s personal‑style diplomacy, which many observers say diverges from traditional U.S. foreign‑policy processes.

While some argue the president is urging allies to contribute more to their own defense, critics contend his unpredictable approach erodes the solidarity that has underpinned the alliance system since World War II. John Herbst, former U.S. ambassador to Ukraine, cautioned that repeated deviations could “take apart the alliance system that has served us so well.”

Looking ahead

It remains unclear whether the scaling back will be a temporary adjustment or signal a longer‑term shift in U.S. policy toward the Korean Peninsula. As the drills continue in a reduced form, officials say they will monitor the impact on deterrence and regional stability.

“He’s an unpredictable president,” Kroenig said. “If we move on and the exercises go as planned and we never hear anything about this again, I wouldn’t be surprised.”
