The Avenue project breaks ground with 39 new affordable homes in Sturgeon Bay

Sturgeon Bay, WI – City leaders and developers celebrated Wednesday’s groundbreaking ceremony for the first phase of The Avenue, a new affordable‑housing project on 14th Avenue between Georgia Street and Iowa Drive. The initiative aims to address Door County’s long‑standing shortage of low‑cost homes, a problem intensified by the region’s booming tourism industry.

Project details and timeline

The Avenue will ultimately comprise three three‑story buildings containing a total of 59 residential units. Phase 1, now under construction, will deliver 39 affordable units designed for individuals and families whose incomes fall between 30% and 60% of the county’s median earnings. Eight of those units are earmarked for residents with special needs, ensuring that the development serves a broad cross‑section of the community.

Developers have indicated that rents could be as low as $479 per month, a figure that would make these homes among the most affordable options available in Door County. The first phase is slated for completion in roughly one year, after which the second phase will add an additional 19‑20 units.

Local response and partnership

City officials praised the project as a concrete step toward easing the housing pressure that many long‑time residents face. “Affordable housing is essential for preserving the character and stability of our community,” said a Sturgeon Bay representative at the ceremony. The Door County Housing Partnership, a nonprofit dedicated to expanding affordable options, is among the organizations supporting the effort.

Community members expressed optimism that the new units will allow more families to remain in the area rather than being forced to relocate due to high rental costs. “Having a safe, affordable place to call home means we can keep our children in local schools and stay close to family,” said a resident who attended the groundbreaking.

Why the project matters

Door County’s housing market has been strained for years, with limited inventory and rising rents driven by seasonal tourism. By providing a sizable block of affordable units, The Avenue helps to balance the market and supports the county’s goal of retaining a diverse, working‑class population. The development also aligns with broader state initiatives encouraging local governments to partner with private developers to create cost‑effective housing solutions.

When the project reaches full completion, the 59‑unit complex will stand as a model of public‑private collaboration, demonstrating how targeted investment can deliver tangible benefits to families while fostering economic stability in a region heavily dependent on tourism.

Looking ahead

Construction crews are expected to begin work on the second phase shortly after the first phase is finished, keeping momentum high for the overall project. City officials will continue to monitor progress and work with the Door County Housing Partnership to ensure that the units remain accessible to those who need them most.
