A public informational presentation and discussion on Issue 3, a proposed constitutional amendment, will be jointly hosted by the Miller County Republican Committee and the Democratic Party of Miller County. The event will take place on September 10 at 6 p.m. at Hickory Street Baptist Church in Texarkana, Arkansas.
What is Issue 3?
Issue 3 is a proposed constitutional amendment that would allow the Arkansas General Assembly to give cities and counties the ability to create districts in which local governments could incentivize development through tax abatements, bonds, or rebates. Local governments would also have the ability to negotiate improvements to public property, whether located inside or outside the district.
According to a press release, 48 states, including Texas, Louisiana, and Oklahoma, already use the tools that Issue 3 would provide to Arkansas communities.

The presentation will be led by Gabe Holmstrom, principal of Capitol + Main, and Cliff McKinney, a real estate lawyer with the Quattlebaum Law Firm. They will address several topics concerning Issue 3, including what an economic development district is, the measure’s potential effect on taxes and local services, and opportunities for public input.
