Tampa Mayor and Chamber Warn Amendment 3 Could Cut City Services

Tampa, Fla. – At a press conference Thursday, Tampa Mayor Jane Castor joined the Tampa Bay Chamber to caution voters about Amendment 3, a statewide ballot initiative that would dramatically raise the homestead exemption and lower local property‑tax revenues.

What Amendment 3 Proposes

The amendment would increase the homestead exemption from the current $50,000 to $150,000 in 2027 and to $250,000 in 2028. Homeowners who move to Florida would have to wait five years before they could benefit from the larger exemption.

Mayor Castor’s Concerns

Castor explained that Tampa relies heavily on property taxes to fund its general fund, which pays for first‑responders, road maintenance and park services. “The funding we bring in each year from our property tax is not enough to fund our fire and police,” she said.

If Amendment 3 passes, the city could be forced to cut services or add new fees. Castor warned that higher administrative costs would be needed to calculate those fees, and many families might struggle to afford them. “If they can’t afford to send their children to the parks because of increased fees, what are those kids going to be doing out in the community?” she asked.

Chamber’s Position

Rob Ledford, chair of the Tampa Bay Chamber, echoed the mayor’s worries. He said the state’s property‑tax system deserves a thoughtful, comprehensive review, but Amendment 3 “does not provide a responsible or sufficiently defined path to achieving meaningful change and relief.”

Local Impact Estimates

Officials in nearby Pinellas County have reported similar concerns. In Largo, property taxes make up roughly 60 % of the city’s general fund, covering police, fire rescue, parks, recreation and library operations. City leaders estimate that a statewide approval of Amendment 3 could require Tampa to cut $15.7 million from its budget. Closing the public library and all parks and recreation centers would save just over $10 million, leaving additional cuts still needed.

Support for the Amendment

Governor Ron DeSantis posted on X that the proposal would deliver “the biggest property‑tax relief in state history.” The Florida Realtors trade group has launched a “Vote Yes on 3” campaign, contributing $10 million to a political committee, saying the measure will help families keep the homes they worked hard to purchase.

What Voters Need to Know

Amendment 3 requires a 60 % supermajority to pass. If approved, the new exemption levels would take effect next year. Voters are encouraged to weigh the potential savings for homeowners against the possible reduction in municipal services that keep Tampa safe and livable.
