Taiwan labour minister travels to China for APEC human‑resources meeting

On Sunday, Taiwan’s labour minister Hung Sun‑han left Taipei for Nanjing, China, to take part in an APEC human‑resources ministerial meeting. This is the first minister‑level trip by an official from President Lai Ching‑te’s administration since he took office, and it comes at a time when Beijing has intensified both military drills and political pressure on the island.

APEC context and Taiwan’s participation

The Asia‑Pacific Economic Cooperation (APEC) forum remains one of the few international platforms that includes Taiwan, albeit under the name “Chinese Taipei.” This year’s summit will be hosted by China in Shenzhen, with a leaders’ meeting scheduled for November. While China prefers the designation “China Taipei,” Taiwan continues to use “Chinese Taipei,” reflecting its insistence on a distinct identity in international sport and trade events.

Hung Sun‑han’s background and the mission

Hung, a former lawmaker for the Democratic Progressive Party (DPP), has been an outspoken advocate for human‑rights issues, including the situations in Hong Kong and Tibet. The labour ministry confirmed his departure but offered no further details about the agenda. Hung did not speak to reporters at the airport, and images of his departure were shown on Taiwanese media outlets.

Cross‑strait tensions and diplomatic backdrop

Beijing has repeatedly rejected President Lai’s offers for direct talks, labeling him a “separatist.” The People’s Liberation Army conducts frequent operations around Taiwan, underscoring the security challenges the island faces. President Lai has repeatedly emphasized that only the people of Taiwan can determine their own future, a stance that fuels Beijing’s diplomatic resistance.

APEC participation under the “Chinese Taipei” banner

Although Taiwan participates in APEC, it does not send the president to the leaders’ summit to avoid provoking further political friction. Instead, the administration typically dispatches former officials or prominent business leaders, such as Morris Chang, the founder of Taiwan Semiconductor Manufacturing Co. (TSMC). The government has not yet announced who will represent Taiwan at the November summit in Shenzhen.

Implications for regional cooperation

Hung’s attendance signals a willingness by the Lai administration to engage in multilateral economic dialogue despite the strained political environment. By participating in the human‑resources session, Taiwan aims to maintain its voice in regional economic discussions and to showcase its labour policies and workforce development initiatives.

Reactions and next steps

China’s Taiwan Affairs Office did not immediately respond to requests for comment on the minister’s trip. Observers note that lower‑level Taiwanese officials have previously attended APEC events in China, reflecting a pragmatic approach to economic engagement even as political disputes persist. The upcoming leaders’ summit in Shenzhen will be closely watched for any signs of diplomatic overtures or further tensions.

As the APEC meeting approaches, Taiwan’s participation under the “Chinese Taipei” name will continue to highlight the delicate balance the island seeks to strike between economic integration and political sovereignty.
