St. Paul Council Considers Minimum Pricing for Nicotine Pouches and Vapes

As Minnesota families prepare for the new school year, St. Paul officials are focusing on a public‑health issue that could affect every backpack: nicotine addiction. The city council is weighing a proposal to extend existing minimum‑price requirements, which currently apply to traditional cigarettes, to include nicotine pouches and vaping products.

Why price matters

Research consistently shows that lower prices make it easier for teenagers to experiment with addictive substances. When a product is cheap, a student can purchase it repeatedly without parental oversight. By setting a floor price, the city hopes to remove the financial incentive that makes flavored nicotine products so appealing to young people.

What the proposal would change

Under the draft ordinance, retailers would be prohibited from selling nicotine pouches or e‑cigarette liquids below a set minimum price that mirrors the rates applied to combustible tobacco. The measure does not ban flavored products outright, but it would eliminate the ultra‑low‑cost options that often draw students in.

City leaders’ perspective

Mayor Melvin Carter and several council members argue that price is a simple, effective tool to protect children. “We are not trying to criminalize adult choice,” Carter said at a recent public hearing, “but we must act when the cheapest products are targeting our kids with candy‑like flavors and easy concealability.”

Community response

Parents and local faith‑based groups have voiced strong support, noting that the back‑to‑school season brings new social pressures and opportunities for nicotine use. “Our children deserve a safe environment to learn and grow without the threat of addiction,” said Pastor James Whitaker of St. Paul First Baptist Church.

Some business owners, however, caution that the rule could hurt legitimate retailers who sell these products to adult customers. The Minnesota Retail Association’s local chapter pointed out that a price floor might push sales to neighboring jurisdictions, potentially undermining the city’s public‑health goals.

What experts say

Public‑health officials from the Minnesota Department of Health note that states which have implemented minimum‑price laws for tobacco have seen modest declines in youth initiation. They stress that pricing should be part of a broader strategy that includes education, parental involvement, and enforcement of age‑verification laws.

Next steps

The council is scheduled to vote on the amendment at its June meeting. If approved, the ordinance would go into effect later this year, giving retailers time to adjust pricing structures before the start of the 2026‑27 school year.

Regardless of the outcome, the discussion highlights a growing awareness among local leaders that nicotine addiction is not just a health issue—it is a community issue that touches families, schools, and faith groups alike. By confronting the problem early, St. Paul hopes to keep the only thing on students’ back‑to‑school lists something they truly want: knowledge, friendship, and a bright future.
