St. Cloud City Council Approves $10.3 Million Upgrade to Hopkins Park

St. Cloud residents will soon see a transformed Hopkins Park after the City Council approved a $10.3 million renovation contract on Thursday. The agreement with Mulligan Constructors, Inc. moves forward a project that has been in development for four years and promises expanded amenities for families throughout the neighborhood.

Project details and funding

The renovation plan includes a brand‑new community center, a basketball court, a baseball field and a community garden. The existing community center will also be expanded, providing additional space for programs and events. Funding will come entirely from a bond issue repaid with park impact fees, meaning no general‑tax revenue will be diverted.

Local leaders voice support

“It means a great deal to this community, a great, great deal,” said Hopkins Park President Augusta Odom, emphasizing the park’s importance to families and children. City Councilmember Jennifer Paul added, “For a long time, they’ve been sitting with a building that is currently like it is now. But in the future, it will be expanded to bring something new for the entire community.”

Councilmember Shawn Fletcher, who has championed the project since its inception, called the approval “an incredible moment for the Hopkins community.” He noted that generations have envisioned greater investment in the park and expressed gratitude to residents and leaders who helped bring the vision to life.

Community hopes and expectations

Local resident Clara Johnson said she hopes the renovated park will provide more support and opportunities for children, adding, “I hope the park gets blessed, and the people that come help us and help the kids.” Councilmember Paul expects the improvements to attract families and visitors, stating, “We need good things in the park, in the community, for the children. That will bring all types of people to that area.”

Next steps

The city is now working with contractors to set a construction start date. Officials hope to hold a groundbreaking ceremony before the end of the year, signaling the beginning of a new era for Hopkins Park and the surrounding St. Cloud neighborhood.
