The appraisal board countered, stating that their uniform appraisal process requires using the total sales price without adjustments. “We do not remove incentives. It is total sales price,” a board representative said, indicating a divergence from USPAP interpretation.

He questioned why the board would consider applying a flat value to correct the inflated assessments rather than re-noticing each property individually. “Why is that even an option?” he asked, highlighting procedural opacity.

The board responded that without the data in their system, they could not formally incorporate the disputed comps into the comparable sales report. “We never received it as part of our sales information,” the board official explained, underscoring the challenges of data integration in large‑scale appraisals.
