When city‑level data were unavailable, the study used state or agency reports as substitutes. Each metric was weighted and combined to produce a single safety score for each city. The study notes that crime data reflect offenses reported by local law‑enforcement agencies and may not align perfectly with municipal boundaries; traffic and disaster data were applied at the county level as proxies for city conditions.

The highest‑ranking cities, in order, are:

These cities scored well across all four categories, with particularly low violent‑crime rates and modest natural‑disaster exposure.

Cities that fell lower on the list

Among the larger cities that ranked near the bottom were:

  2. Houston, Texas
  3. St. Louis, Missouri
  4. San Francisco, California
  5. Kansas City, Missouri
  6. Albuquerque, New Mexico
  7. Oakland, California
  8. Nashville, Tennessee
  9. Philadelphia, Pennsylvania
  10. Detroit, Michigan

These locations faced higher violent‑crime or property‑crime rates, elevated traffic‑fatality numbers, or greater exposure to natural hazards, which lowered their overall safety scores.
