Senate Passes Protect College Sports Act, SEC and Big 12 Welcome Move

The U.S. Senate voted 77-22 to pass the Protect College Sports Act, a federal measure designed to bring order to the rapidly changing world of college athletics. The bill now moves to the House of Representatives, which is not expected to act until after the November midterm elections.

What the legislation does

The Protect College Sports Act would establish nationwide rules governing how colleges can compensate athletes for their name, image and likeness (NIL) and would limit the frequency of transfers between schools. It also grants the NCAA new authority to enforce these standards and provides limited antitrust protections to help the governing body implement the rules.

Why Congress acted

The legislation stems from years of Senate negotiations that intensified after a 2025 lawsuit settlement effectively opened the door for colleges to pay players directly. Lawmakers say the bill codifies that settlement while adding guardrails to prevent runaway costs that threaten the financial stability of many programs, especially those outside the major revenue sports.

Conference reactions

Officials from the Southeastern Conference (SEC) called the Senate’s action “a good step toward a clear and durable framework for college athletes.” They added that the bill will protect athletes, provide consistent standards, support women’s and Olympic sports, and strengthen college athletics over the long term.

The Big 12 echoed the sentiment, stating it is “encouraged by the continued progress” and that “the future of college sports depends on our ability to move beyond uncertainty and toward lasting solutions.” Both conferences highlighted how the legislation could benefit Oklahoma’s own universities, offering a more predictable environment for recruiting and budgeting.

Implications for Oklahoma

Oklahoma’s public and private colleges stand to gain from a uniform set of rules. Athletic directors say a national standard would simplify compliance, reduce legal risks, and help preserve scholarships for student‑athletes who choose to stay in‑state. The bill’s emphasis on protecting women’s and Olympic sports aligns with the state’s growing emphasis on gender equity in athletics.

While the House has yet to act, supporters are optimistic that the bipartisan nature of the Senate vote signals a realistic path forward. Critics, including some civil‑rights groups, argue the bill could limit athletes’ earning potential, but the legislation’s proponents contend that reasonable limits are necessary to keep college sports financially sustainable.

Next steps

The Protect College Sports Act now awaits consideration by the House of Representatives. Lawmakers expect debate to resume after the November midterms, when the new congressional makeup could influence the bill’s final shape. Stakeholders from the SEC, Big 12, and Oklahoma’s collegiate community will continue to monitor the process closely.
