Sanford Moves Ahead with Marina Restoration While Seeking Full FEMA Reimbursement

Sanford, Fla. – The city is preparing to begin the long‑awaited restoration of its downtown marina, a project that has been stalled since Hurricane Ian battered the area in September 2022. Mayor Art Woodruff announced that all permits, except a final dredging approval, are now in place and that work is slated to start as soon as the dredging permit is issued.

Damage assessment and repair plan

According to the city’s engineering report, Ian ripped apart the marina’s wooden docks, shifted the protective breakwaters, and deposited roughly 26,000 cubic yards of silt into both the east and west basins. The restoration plan calls for removing the silt, rebuilding the revetment that shields the basin walls, and installing new dock structures that meet modern safety standards.

Funding gap and FEMA appeal

While the Federal Emergency Management Agency (FEMA) has agreed to reimburse the city about $6.4 million, Sanford officials contend that the total damage runs closer to $18 million. The city has earmarked $20 million from its reserve funds to cover the shortfall and move the project forward without delay.

“FEMA has agreed to, I think, $6.4 million. We’ve said it’s $18 million of damage. We do have $20 million set aside in reserves to do the work, so we’ll move forward with removing the silt, repairing the revetment, and replacing the dock,” Mayor Woodruff said. “We’ll move forward with the whole project as we continue to work with FEMA on reimbursement.”

Timeline and public access

The city expects the final permit package to be completed by January, allowing crews to begin dredging and structural repairs early next year. In the meantime, the marina’s boat ramps and parking areas remain open during standard daytime hours. Electronic message boards and clear signage have been installed on‑site to keep visitors informed of traffic patterns and any temporary closures.

Community impact

Local boat owners and tourism businesses have welcomed the news, noting that a functional marina is a cornerstone of Sanford’s waterfront economy. The restoration is expected to boost recreational boating, support nearby restaurants, and enhance property values along the St. Johns River.

Mayor Woodruff emphasized that the city’s commitment to the project reflects a broader effort to rebuild resilient infrastructure after the storm. “Our goal is to make the marina safer and more enjoyable for residents and visitors alike,” he added.

Next steps

City staff will continue to monitor the FEMA appeal process while coordinating with contractors to finalize the dredging schedule. Residents are encouraged to follow the marina’s official social media channels for real‑time updates as work progresses.
