San Marcos City Council Approves $406.6 M Budget, Addresses $4 M Shortfall

At its September 15 meeting, the San Marcos City Council voted to adopt a $406.56 million operating budget for fiscal year 2026‑27. The plan reflects a 9.5% increase over the prior year’s budget and includes measures to offset a forecasted $4 million shortfall that emerged early in the budgeting process.

Key budget components

The council’s approval covers several major cost drivers identified in the agenda documents:

  • $2.6 million in increased personnel costs
  • $775,000 loss of expiring federal funding
  • $230,000 rise in social‑services spending, supplementing HSAB funding
  • $24,000 for new Risk Terrain Modeling software

To balance the budget, city staff implemented savings that total roughly $4.5 million:

  • A retirement‑incentive program eliminated 20 positions, saving $2 million
  • Flat operating budgets for several departments trimmed $540,000
  • An ongoing managed‑hiring program contributed another $2 million in savings

In addition, the city allocated $1.4 million to fund the newly created Emergency Medical Services department, ensuring that critical public‑safety resources are in place.

Property‑tax rate and homeowner relief

The council set the property‑tax rate at $0.6515 per $100 of taxable value. While this rate matches the FY 2025‑26 level, it is 2.5% higher than the “no‑new‑revenue” benchmark of $0.635574 per $100 of taxable value. Because the median taxable home value fell from $307,050 to $296,301, a typical homeowner will see a $70 reduction in annual property taxes.

San Marcos also continued its local homestead exemption of $15,000 and maintained the senior and disabled exemption at $35,000—an increase of $10,000 made in 2022. These exemptions collectively provide $1.6 million in property‑tax relief for FY 2026‑27.

Fiscal responsibility and community impact

Mayor and council members emphasized that the balanced budget demonstrates responsible stewardship of taxpayer dollars while still investing in essential services. By pairing targeted savings with strategic spending—such as the new EMS department—the city aims to preserve public‑safety capabilities without burdening residents with higher taxes.

Local businesses and families can expect continued support for infrastructure, social services, and emergency response, all funded within a budget that respects the community’s fiscal constraints.

Looking ahead

The council’s budget adoption sets the financial framework for the next year, guiding decisions on capital projects, public‑works initiatives, and service delivery. City officials will monitor revenue trends and cost pressures, ready to adjust as needed to keep San Marcos on a stable fiscal path.
