San Francisco mayor announces arrests after teen death linked to new opioid cychlorphine

San Francisco officials are taking swift action after the tragic overdose death of a 16‑year‑old Nob Hill resident. Mayor Daniel Lurie announced Monday that four individuals suspected of distributing cychlorphine, a newly identified synthetic opioid that appears to be more powerful than fentanyl, have been arrested.

First known fatality linked to cychlorphine

The medical examiner confirmed that cychlorphine was present in the teen’s system, marking the first known overdose tied to the drug. The teenager’s mother told The New York Times she found her son in his bedroom with “black fluid oozed out of his nose and mouth and pooled on his sheets.”

Law enforcement response

San Francisco Police Chief Derrick Lew described the operation as a “month‑long investigation” that resulted in the seizure of three firearms and more than 20,000 counterfeit pills, in addition to the four suspects. District Attorney Brooke Jenkins urged the California State Legislature to add cychlorphine to the state’s list of controlled substances so that possession and sale can be prosecuted without legal obstacles.

Public‑health concerns

Health officials warned that existing test kits cannot detect cychlorphine, raising concerns about its spread on the black market. The city’s Department of Public Health emphasized that naloxone (Narcan) remains the recommended antidote for opioid overdoses, though the window for effective treatment may be short. “The time frame in which naloxone works is when a person may have either significantly slowed their breathing or stopped their breathing,” said Hillary Kunins, director of Behavioral Health Services and Mental Health SF.

The teen’s mother reportedly administered Narcan twice in an attempt to revive her son.

Legal and sentencing outlook

DA Jenkins clarified that, under current California law, drug‑related offenses are not prison‑eligible for non‑violent cases. Those charged will serve time in county jail, reflecting recent reforms aimed at reducing prison populations for low‑level drug crimes. In 2025, fewer than nine people were sentenced to prison in San Francisco for drug offenses, according to the California prison population dashboard.

Mayor Lurie pledged continued enforcement, stating, “We are going to go after the people that sell it,” and called on state lawmakers to act quickly to make cychlorphine illegal.

What residents can do

Officials urged community members to report suspicious activity and to keep naloxone kits accessible. They also emphasized the importance of education about the dangers of novel synthetic opioids, which can appear on the market faster than testing technology can adapt.
