San Antonio Considers $122M Incentives for Toyota Expansion

San Antonio City Council is set to consider a 10-year tax abatement and other incentives worth over $122 million for Toyota’s new $2 billion facility near its existing Southside manufacturing plant. The proposed incentives include a 100% tax abatement on real and personal property at the Toyota site, valued at over $88 million, as well as grants for job training and up to $24.5 million for road infrastructure construction in the area.

Project Details

The new assembly line, codenamed Project Orca, is expected to create 2,000 new jobs by 2031, with an average annual wage of $32.46 per hour. Toyota has also applied for a tax abatement from Southwest Independent School District, which would keep tax revenues at 25% of their full value through 2040. The company is considering building at other sites in the United States but has not disclosed the locations.

As part of the road infrastructure improvements, a new entrance at the northeast side of Toyota’s manufacturing campus would connect the campus to U.S. Highway 281, roughly 2 miles away. Construction for the four-lane highway spur is set to start in 2029, according to city documents. Additionally, incentives would be available from CPS Energy and the San Antonio Water System, and City Council could recommend Project Orca to the state as a Triple Jumbo Texas Enterprise Zone, which could provide a state tax refund of up to $3.75 million for Toyota.
