Rochester City Council to Review Proposed 2027 Budget with 5.6% Property Tax Levy Increase

City Administrator Alison Zelms has outlined a spending plan that approaches $800 million, up from $693 million in 2026, and includes a modest rise in the city’s property tax levy.

The proposed budget adds just under $106 million to the prior year’s total. This increase reflects anticipated growth in city services, capital projects, and the continued operation of Rochester Public Utilities, which are incorporated into the overall figure.

Property Tax Levy

Central to the proposal is a property tax levy of approximately $125 million. Compared with the 2026 levy, this represents a 5.6% increase, or about $6.6 million. General Fund Allocation

Administrator Zelms recommends a $4 million boost to the general fund, raising its total to just over $141.6 million. More than half of the general‑fund budget—56%—is allocated to public safety, supporting both the Rochester Police Department and the Fire Department. General government functions account for 17% of the fund, while public works receives 16%.
