Broken Arrow Approves Incentives for Rose District Café Expansion
Broken Arrow city leaders have approved an economic development agreement supporting the expansion of a longtime local café into a larger Rose District location featuring a new neighborhood market and deli concept.
Rise Grind & Ride Espresso Café plans to relocate to 224 S. Main Street, where the owners intend to open District Mercantile. The expanded business will combine the café’s existing coffee and food offerings with groceries, prepared meals, local products and everyday household essentials.
Local Café Plans Its Next Chapter
Rise Grind & Ride began serving the community more than a decade ago at the Broken Arrow Farmers Market. The business later moved into a permanent location at 521 N. Main Street, where it developed a loyal following among local residents.
As the café continued to grow, its owners began looking for a larger location that would allow them to expand their menu and introduce additional services.
The proposed District Mercantile will offer more than traditional café service. Plans for the business include:
- Fresh grab-and-go meals
- Prepared foods and deli items
- Locally made products
- Basic grocery items
- Milk, eggs, bread and other household essentials
- Coffee and café menu selections
The concept is intended to serve people who live, work and spend time in downtown Broken Arrow while adding another locally owned destination to the Rose District.
City Approves Up to $80,000 in Incentives
Under the approved economic development agreement, the City of Broken Arrow may reimburse the business for eligible expenses after renovations are completed and the new location opens.
The agreement authorizes reimbursement of city permitting and inspection fees, along with up to half of qualifying building improvements. The total city contribution cannot exceed $80,000.
The overall project is expected to include:
- Renovation of approximately 2,200 square feet
- Approximately $255,000 in private investment
- Permanent improvements to the commercial property
- New retail, café and neighborhood market space
According to information presented during the approval process, approximately $150,000 in planned improvements will remain attached to the property. Those improvements are expected to provide long-term value to the downtown building beyond the initial business investment.

The planned location has housed several businesses over the years. City officials see the project as an opportunity to activate a visible Main Street property while supporting continued commercial development in the Rose District.
The project could help increase pedestrian activity and provide another reason for visitors to remain downtown for longer periods of time. It may also provide convenient access to food and basic grocery items for residents and employees in the surrounding area.

The expansion represents an important milestone for Rise Grind & Ride. The business grew from a farmers market operation into an established café and is now preparing to launch a larger concept in the heart of downtown.
For longtime customers, the relocation will offer a new way to support a familiar Broken Arrow business. For the Rose District, it will add another locally operated destination while returning an existing commercial space to productive use.
Renovation work is expected to move forward following the required approvals and preparations. An official opening date for District Mercantile has not yet been announced.
