Plano suspends over 90 AI license‑plate cameras after state grant withdrawn

Plano City Council announced Wednesday that the municipality has disabled more than 90 Flock AI‑powered license‑plate cameras. The decision follows Governor Greg Abbott’s directive that state agencies stop financing such technology, effectively ending the roughly $300,000 annual grant from the Texas Anti‑Gang Program that funded the system.

Public‑safety tool labeled a “game‑changer”

Police Chief Ed Drain praised the cameras as a “game‑changer” for Plano’s public‑safety efforts. The cameras, which use artificial intelligence to read vehicle plates, were installed about three years ago and were credited with helping officers locate stolen vehicles and apprehend suspects involved in violent crime.

Funding withdrawn, no replacement sought

With the state grant rescinded, the city’s contract with Flock expired and the equipment was shut down. Plano officials said they will not pursue alternative financing at this time, citing the need to evaluate the technology’s cost‑effectiveness and to respect community concerns about surveillance.

Residents voice privacy worries

During a recent City Council meeting, several residents raised objections, arguing that the cameras could be misused and erode personal privacy. Some also expressed opposition to a newly approved program that would deploy drones as first responders in emergencies, linking the two initiatives as part of a broader surveillance expansion.

Councilmember Jane Smith, who led the privacy discussion, said, “We must balance the undeniable safety benefits with the constitutional right to privacy that our families cherish. Our community deserves transparency and safeguards against unwarranted monitoring.”

City’s next steps

Mayor John Boulton acknowledged the tension between safety and liberty, stating, “Our priority is to keep Plano safe while upholding the freedoms that make our families thrive. We will continue to explore technology that serves both goals without compromising our values.” The council plans to review the policy at its next meeting and consider whether a revised funding model or stricter oversight could bring the cameras back under stricter privacy protections.

State‑level context

Governor Abbott’s order reflects a broader state‑wide reassessment of AI surveillance tools, emphasizing fiscal responsibility and caution over rapid deployment of emerging technologies. While the governor’s office has not detailed a timeline for reinstating any funding, officials indicated that future grants will require clear evidence of public‑safety impact and robust privacy safeguards.

For now, Plano residents will notice the absence of the bright orange Flock units that once dotted major intersections and high‑traffic corridors. The city’s police department will rely on traditional patrol methods and existing investigative tools while the council deliberates on a balanced path forward.
