Pentagon orders 30 universities to audit foreign research ties

The Pentagon has issued formal notifications to thirty universities across the United States, demanding a full audit of any academic or research relationships with foreign entities. The directive, sent this week by the Department of Defense, states that institutions must complete the review and submit mitigation plans by August 31 to remain eligible for future federal research funding.

What the audit requires

According to the Pentagon, each university must examine “active institutional ties and collaborations with foreign entities,” including partnerships linked to Confucius Institutes, which are programs funded by the Chinese government to promote Chinese language and culture abroad. The audit is intended to identify any connections that could expose sensitive information or compromise national security.

Official response

Emil Michael, the under secretary of defense for research and engineering, said, “The Department of Defense has zero tolerance for academic partnerships that compromise our national security. Institutions that receive funding from American taxpayers must uphold the highest standards of research security, and these mandated audits will ensure accountability across the board.” The White House indicated it defers to the Department of Defense on the matter, and the Pentagon declined to comment further.

Universities named

While the Pentagon has not released the full list, The Guardian reports that top schools such as Harvard University and Cornell University are among those notified. A spokesperson for Cornell confirmed receipt of the request and said the university will respond to the department’s questions. Requests for comment were also sent to Harvard, the Massachusetts Institute of Technology, Georgetown University and Johns Hopkins University, but no responses were received.

Background and context

Confucius Institutes have faced criticism and closures in several countries over concerns about academic freedom and political influence. The current Pentagon move follows a broader trend under the Trump administration and the Department of Defense to scrutinize how American research and technology might be leveraged to enhance China’s military capabilities.

Implications for higher education

Universities that rely heavily on federal research grants could see funding at risk if they fail to demonstrate compliance with the audit requirements. The directive may also prompt institutions to reevaluate existing foreign collaborations, potentially affecting joint research projects, student exchange programs, and funding streams tied to international partners.

Next steps

Each of the thirty institutions must submit a detailed report of their foreign research ties and outline mitigation strategies by the August 31 deadline. The Pentagon has indicated that it will review the findings and enforce any necessary corrective actions to protect national security interests.
