NRC Chairman Says Nuclear Rule Overhaul Will Extend Into 2027 Under Trump Administration

Washington – The Nuclear Regulatory Commission (NRC) announced that its sweeping overhaul of nuclear licensing rules will continue well into 2027, a timeline confirmed by Chairman Ho Nieh during a Reuters interview at the United Nations nuclear watchdog’s General Conference. “I would say well into next year,” Nieh told Reuters. “You’ll see some final rules published in the Federal Register toward the end of this year, into early next year, and deeper into the next calendar year.” The chairman emphasized that the NRC is still drafting a series of changes designed to streamline the licensing process for new reactors, including narrowing the scope of environmental reviews and revising radiation‑protection standards.

Targeting an 18‑month approval window

The administration’s push seeks to reduce the historically lengthy approval period—often several years—to a maximum of 18 months. Nieh stressed that the NRC will meet those timelines “but not at any cost.” He added, “If a decision isn’t safe, we will take more time. I trust staff to exercise those judgments in doing that.” This safety‑first stance is intended to reassure critics while still advancing the Trump administration’s energy agenda.

Microreactors and military interest

Among the planned updates is a regulatory framework for microreactors, compact factory‑built nuclear plants that developers claim can be transported easily. The U.S. Army has expressed interest in using such units to power remote installations, highlighting the dual civilian‑military benefits of faster‑to‑market nuclear technology.

Executive orders and independence concerns

President Trump signed four executive orders last year aimed at accelerating nuclear approvals. A recent report from the Nuclear Threat Initiative, a think tank, argued that those orders “compromised the political independence and oversight authority” of the NRC by requiring regulatory changes to be cleared by the White House. Nieh rejected the claim, stating, “There is no reduction in our independence. We are part of the federal government and follow the general policies set by the administration. We make and own our regulatory decisions, and that hasn’t changed.”

The rule changes are framed as a response to rising electricity demand from electric vehicles, data centers, and crypto mining operations.
