The New Haven Parking Authority (NHPA) announced a Request for Bids (RFB) to develop a dog park at the Crown Street Parking Garage, designated as NHPA Project #20-057. The bid deadline is set for 3:00 PM EDT on Wednesday, October 21, 2026.
How to Obtain Bid Documents
All bid documents—including the Special Notice to Bidders for Community Subcontracting Opportunities, the Project Manual, drawings, and bid forms—will be posted on the BuildingConnected FTP system beginning Thursday, September 24, 2026. Access is provided at no cost. Prospective bidders should contact Maryann Bigda of Turner Construction Company, the NHPA’s professional construction program manager, at (203) 712‑6070 for FTP system access instructions.
Submission Process
Bids must be submitted electronically through the BuildingConnected FTP system. Submissions may be uploaded at any time before the deadline, and the system will keep each bid sealed until the scheduled opening. The NHPA will conduct a virtual public bid opening via Zoom; the link is included in the bid documents. During the opening, the name of each bidder and the total bid price will be read aloud. Late submissions will be rejected.
Scope of Work
The project includes, but is not limited to, the following tasks:
- Protection of existing features that will remain in place
- Location and protection of underground utilities
- Soil erosion and sediment control measures
- Excavation, transportation, and disposal of contaminated soil
- Site preparation and placement/compaction of backfill
- Installation of aggregate surfacing and bituminous‑concrete sidewalks
- Construction of chain‑link fencing and gates
- Coordination of miscellaneous incidental work as required by the bid documents
All bidders are required to comply with every document provided. Failure to review any portion of the bid package does not relieve a bidder of responsibility for those requirements.
Bid Bond Requirement
Each bid must be accompanied by a satisfactory bid bond, issued by an acceptable surety, in an amount equal to at least ten percent (10%) of the total bid price.
