CASPER, WY — The Natrona County Board of Commissioners took several actions Tuesday that will affect everyday life across the county. In a unanimous vote, commissioners adopted Resolution 41‑26, officially ending the countywide open‑burn restrictions that have been in place since July 7.
Open‑burning policy relaxed
Road & Bridge Superintendent and Fire Warden Mike Haigler explained that cooler fall temperatures and recent moisture have lowered fire danger, allowing the board to lift the ban. He reminded residents that open burning still requires a local permit and basic safety precautions. Permits can be obtained from the Natrona County Fire District, and Haigler warned against burning on windy days.
Road easement corrections
Commissioners also approved right‑of‑way easement corrections for East End Road (County Road 506). The original construction did not fully align with the existing easement, so the county vacated the old right‑of‑way and secured a new easement that matches the road’s actual path. Property owners Kurtis J. Jolley and Armour L. Jolley were involved in the agreement.
Infrastructure contracts awarded
The board ratified two contracts through the Road & Bridge Department. A Phase II agreement with Ramshorn Construction was approved for work at the Herbst Gravel Pit. Additionally, a $119,650 contract was awarded to WLC Engineering and Surveying to handle design and construction administration for the Cottonwood Creek crossing on County Road 117.
Public‑safety communications and grant coordination
Commissioners approved a five‑year agreement for the Public Safety Communication Center, extending through June 30 2031. The agreement creates an advisory committee to coordinate communication and share operational details among local agencies.
The board also approved an agreement with the City of Casper regarding the fiscal‑year 2025 Edward Byrne Memorial Justice Assistance Grant. Casper will receive $36,874 in federal grant funds after Natrona County chose not to request a share.
Utility and access licenses
Three licenses for utility and access work were granted across county property. Mountain West Technologies received a license to place a fiber‑optic line along Zero Road. An approach permit was issued to Travis Snow for work on Shipp Road, and another permit was granted to Williams and Sheila Romey for work on County Road 209.
