Minnesota lawmakers push stronger oversight after Medicaid vulnerability report

State Rep. Kristin Robbins, R-Maple Grove, used her platform as chair of the Minnesota House Fraud Prevention and State Agency Oversight Policy Committee to highlight a fresh report exposing serious weaknesses in the state’s Medicaid and other human‑services programs. The assessment, commissioned by the Minnesota Department of Human Services (DHS) and Minnesota IT Services, was performed by Optum State Government Solutions, a health‑care technology firm.

Key findings reveal systemic gaps

The study examined 14 high‑risk programs identified by the state and uncovered a pattern of problems that could enable fraud, waste, and abuse. Among the most common issues were a lack of coordination across service providers, undefined eligibility criteria, and the delivery of services without proper authorization. These deficiencies run counter to the basic internal controls taxpayers expect from a public agency.

Recommendations aimed at preventing loss

Optum’s report calls for DHS to create a clearer organizational structure that supports its program‑integrity office and to develop policies that allow fraud, waste, and abuse to be identified before losses occur. Specific suggestions include:

  • Encouraging providers to coordinate services more effectively.
  • Consolidating claim‑approval information into a single data system.
  • Ensuring that only eligible services within benefit limits are authorized.

In addition, the Office of the Legislative Auditor (OLA) offered its own set of recommendations, noting that it did not independently verify Optum’s findings but aimed to strengthen legislative oversight. The auditor’s suggestions focus on regular, program‑specific fraud‑risk assessments, equipping DHS with adequate staffing and technical tools to detect emerging patterns, and improving data‑sharing mechanisms between the state and providers.

Federal scrutiny adds urgency

Federal prosecutors have recently intensified oversight of Medicaid programs nationwide, and Minnesota is no exception. According to federal officials, an estimated $9 billion in fraudulent payments has been identified in high‑risk Medicaid programs across the state since 2018. The new report underscores the need for state‑level action to complement federal efforts.

Legislative response

Rep. Robbins emphasized that the findings demand swift legislative attention. “DHS was not following basic internal controls that taxpayers expect,” she said on social media, urging lawmakers to act on the report’s recommendations. The Minnesota House is expected to consider legislation that would mandate stronger internal controls, improve data integration, and allocate resources for proactive fraud detection.
