Michigan reading scores slip to historic low, superintendent vows action

Michigan families received troubling news this week as the latest Michigan Student Test of Educational Progress (M‑STEP) results showed a further decline in reading proficiency. Only 38.2% of third‑grade students met the state standard in English Language Arts, down from 38.9% a year earlier and the lowest level recorded since the exam began twelve years ago.

State officials acknowledge the slide

State Superintendent Glenn Maleyko, who took office in December, called the numbers “far below where we want them to be.” He stressed that improving literacy is a top priority for the administration and that steady, measurable gains must be achieved across all grades and subjects.

Broader picture of reading performance

Reading scores for students in grades four through seven also fell, and a Chalkbeat analysis of M‑STEP and PSAT 8/9 data shows that only 44% of students in grades three through eight are proficient in reading. Math proficiency is similarly low, with just 35.5% of students in those grades meeting standards.

What the department is doing

The Michigan Department of Education (MDE) announced several initiatives aimed at turning the tide. A new Michigan Mathematics Framework will be released this fall, outlining a shared vision for math instruction, evidence‑based curriculum, and coordinated assessment systems. In parallel, MDE is forming a STEM committee to strengthen science, technology, engineering, and math programs.

Legislators have also passed a law requiring school districts to adopt “evidence‑based” reading instruction and to screen students for dyslexia by the 2027‑2028 school year. Beginning this summer, elementary teachers must complete “science of reading” training by the 2031‑2032 school year, with state funding available to districts that need assistance.

Districts that choose a reading curriculum not on the state‑approved list and fail to notify parents risk losing state funding, though MDE currently lacks a reporting mechanism to track curriculum choices.

Governor Whitmer’s final‑year focus

These test results arrive as Governor Gretchen Whitmer approaches the end of her term. Literacy has been her declared number‑one priority for her final year in office, and the upcoming gubernatorial race will feature Democratic Secretary of State Jocelyn Benson and Republican U.S. Rep. John James as the leading contenders.

Context and caution

Department officials note that standardized test scores are only one measure of student achievement. Deputy Superintendent Delsa Chapman reminded readers that a lack of proficiency on a single test does not mean a child cannot read or do math. Nonetheless, the data underscore the urgency of the reforms.

Maleyko emphasized that the full impact of recent literacy laws will not be felt until they are fully implemented. He called on the Legislature, the governor, the State Board of Education, and local educators to work together to raise proficiency rates over time.

With the next round of testing scheduled for spring 2027, Michigan’s educators, parents, and policymakers will be watching closely to see whether the new frameworks, training requirements, and funding streams can lift students out of the historic low and set the state on a path toward stronger literacy outcomes.
