Miami Beach police responded to a welfare check at a residence on North Michigan Avenue on Tuesday and uncovered a heartbreaking scene of animal neglect. Officers entered the backyard, which was littered with trash and animal waste, and found a total of 19 dogs living in deplorable conditions.
Four abandoned puppies found in a cooler
Among the animals were four tiny puppies, each about four weeks old, curled inside an uncovered cooler that was covered in urine and feces. One officer could be heard saying, “Puppies are alive? I don’t know, one looks like it’s almost breathing, but…” The puppies showed signs of severe dehydration, lethargy, and required immediate medical attention.
Conditions described as unsafe for any occupant
Miami Beach Police spokesperson Christopher Bess described the interior of the home as “heartbreaking to say the least.” The police report noted trash strewn throughout the house and yard, animal waste scattered inside and outside, no electricity, and sections of flooring that had caved in. “You had holes in the floor, holes in the ceiling, broken windows and feces everywhere,” Bess said, adding that the conditions rendered the property unsafe for anyone to occupy.
Suspect arrested and charges filed
Investigators identified 50‑year‑old Jorge Morillo as the individual who lived intermittently at the residence and cared for the elderly woman for roughly five years. Morillo was taken into custody on the front porch, handcuffed, and escorted to a patrol car. He has been charged with one count of animal cruelty.
Animals and resident receive care
All 19 dogs were removed by Miami‑Dade Animal Services and transported to a veterinary facility for evaluation and treatment. The elderly woman who also lived at the home was taken to Mount Sinai Medical Center for further evaluation. The city has issued an order to vacate the property, and the home remains off‑limits pending further action.
Community response
Local animal‑welfare advocates praised the swift response of Miami Beach law‑enforcement, emphasizing the importance of protecting vulnerable animals and vulnerable seniors alike. The incident underscores the ongoing need for vigilant code‑enforcement and community reporting of suspected neglect.
Authorities continue to investigate the circumstances that led to the neglect and will determine any additional legal actions necessary to ensure the safety of both residents and animals in the neighborhood.
