Measure S proposes a new half‑cent transportation tax to fix Fresno County roads and boost school‑zone safety

Fresno County residents will head to the polls on Nov. 3 to vote on Measure S, a citizen‑initiated transportation tax that would keep the current half‑cent sales tax in place for another 30 years. The measure is designed to replace Measure C, which has funded freeways, road repairs and bus service since 1987 and is set to expire in June 2027.

How Measure S differs from past renewals

Unlike every previous attempt to renew Measure C, Measure S requires only a simple majority to pass. Supporters turned in more than 32,000 petition signatures; the county registrar verified 22,205, just above the 21,909 needed to place the initiative on the ballot. Because it is a citizen’s initiative, it avoids the two‑thirds supermajority that blocked the 2022 renewal effort.

Key promises

Measure S makes three major commitments:

  • Fix neighborhood roads first. Cities must bring every street’s Pavement Condition Index (PCI) to at least 65 and the citywide average to 70 before any widening funds can be used. No more than 5 % of a city’s annual allocation may go to widening projects.
  • Make routes to schools safer. By 2057 the measure aims to complete at least 150 safety projects within a mile of schools. Cities must track serious injuries and deaths near schools, set yearly reduction targets and hold public meetings to develop safety plans.
  • Keep public transit running. A quarter of the revenue will support Fresno Area Express, the Fresno County Rural Transit Agency and Clovis Transit, with additional funds for paratransit, free fares for seniors, veterans and students, and competitive grants for electric‑vehicle chargers and mobility hubs.

Transparency and oversight

Measure S creates an independent oversight committee of citizens—politicians and staff are barred from serving—to audit spending annually. The audits will be public, and cities that fail to meet the road‑quality or school‑safety benchmarks will lose their share of the road‑repair money.

Financial outlook

Backers estimate the half‑cent tax will generate about $7.4 billion over 30 years, roughly $160 million per year. That amount is earmarked for road repaving, new sidewalks, safety projects and transit operations. If the measure fails, the half‑cent tax ends in June 2027, reducing the sales‑tax rate by half a cent unless another measure is approved.

Why the new approach matters

Previous versions of Measure C released most funds as “flex dollars” with few strings attached, leading to criticism that money was spent without measurable results. Residents have voiced frustration over persistent potholes; the county’s average pavement score fell 14 points between the 2008 mortgage crisis and 2020—the steepest decline among California’s ten largest counties.

Mayor Jerry Dyer, speaking at a Dec. 18, 2025 Fresno Council of Governments meeting, noted the perception that past spending did not translate into better roads. Measure S seeks to address that by tying dollars to concrete performance standards.

Public opinion

An October 2025 poll of 1,660 likely voters commissioned for the COG renewal process found 82 % of respondents consider fixing potholes very important, and 80 % prioritize fixing the worst roads first. Sixty‑two percent said maintaining public transit is very important, and 60 % opposed transit cuts. A separate countywide survey showed 68 % of residents rate improving local bus service as highly important.

What’s next?

If Measure S passes, the tax would begin collecting on July 1, 2027, the day after Measure C expires. The new oversight structure would start reviewing city compliance, and the first round of road‑repair projects would target the most deteriorated neighborhoods. Voters who oppose the measure should be aware that a “no” vote would shrink the sales‑tax rate and could jeopardize existing transit funding.

Fresno County’s transportation future now rests on a single question on the Nov. 3 ballot: will voters endorse a transparent, performance‑based tax that promises safer streets for families and reliable transit for the community?
