McKinney Council to Review $21 Million Incentive for Cannon Beach Resort

McKinney officials are poised to vote on a $21 million incentive package for Cannon Beach, a planned surf‑lagoon and resort complex that promises to boost the local economy and provide new recreation options for North Texas residents.

The proposed money would come from the McKinney Economic Development Fund and is intended to support developer Cole Cannon’s roughly $200 million project near Stacy Road and State Highway 121. Groundbreaking began in December 2025, and the first phase of the development is slated for completion late next year.

Developers estimate Cannon Beach will create about 700 jobs and attract roughly 400,000 visitors annually. Over a 20‑year horizon, the project could generate more than $2 billion in economic impact for the region.

What the development will include

The 35‑acre site will feature a three‑acre surf lagoon, offering North Texans a unique wave‑riding experience. Surrounding the lagoon will be a full‑service hotel with event spaces, beach‑style lounges and cabanas, as well as a lazy river, mineral hot‑springs circuit and a variety of indoor recreation options such as a skateboard park, movie theater, bowling alley and fitness center. At least two acres are slated for public open space to improve walkability and connect different parts of the development.

Zoning and planning approvals

In April, the council approved new zoning for more than 58 acres at the northeast corner of Stacy Road and State Highway 121. The designated “Entertainment Center” district, identified in McKinney’s 2040 Comprehensive Plan, permits a mix of commercial, entertainment and recreational uses, specifically allowing an outdoor water‑recreation facility—clearing the way for the surf lagoon to move forward under the city’s development code.

Community considerations

Supporters argue the project will diversify McKinney’s tourism base, create quality jobs and provide family‑friendly amenities that align with the city’s vision for responsible growth. Critics have raised concerns about traffic, infrastructure strain and the use of public funds for a private development.
