Cleveland Mayor Justin Bibb has reiterated his commitment to Issue 24, a charter amendment that places police discipline under the authority of a citizen board known as the Community Police Commission. This comes amidst ongoing challenges and discussions about potential changes to the amendment.
In a recent City Club conversation, Bibb was asked directly by WKYC Channel 3’s Russ Mitchell whether he was stepping back from the amendment. Bibb firmly denied this, stating, “Absolutely not,” and emphasized his belief in the amendment’s intent and spirit. However, he acknowledged difficulties in executing some of its provisions since taking office.
The Community Police Commission has faced internal challenges, which have been widely reported as contributing to its slow start. Bibb noted that the current commissioners have brought a pragmatic approach but acknowledged that more work is needed.
Additionally, Bibb addressed his decision to block a large data center in Slavic Village, aligning with Cleveland City Council’s proposal for a one-year moratorium on such facilities. He expressed openness to smaller “cloud” facilities for hospitals and companies, while opposing large centers in neighborhoods.
The mayor also commented on the Cleveland Metropolitan School District’s plans to close schools and lay off teachers due to declining student populations and the loss of federal funding. He admitted that previous leaders should have addressed these issues sooner.
Meanwhile, the Community Police Commission is dealing with attendance issues. Commissioner Audrianna Rodriguez has missed several meetings without explanation, prompting the commission to consider her removal as per city charter rules. Another commissioner, Luther Roddy, has been unable to participate due to union restrictions related to his police duties.
