Massachusetts MCAS Scores Slip, State Leaders Push New Literacy Initiatives

Massachusetts education officials released the latest MCAS results on Tuesday, revealing that only 40% of students in grades 3‑8 met or exceeded expectations in English language arts, a two‑point decline from 2025 and 12 points below 2019 levels. The most pronounced drop appeared in 10th‑grade ELA, where the meet‑or‑exceed rate fell to 45%, down six points from last year and 16 points from pre‑pandemic performance.

Why the decline matters

Department of Elementary and Secondary Education (DESE) Commissioner Pedro Martinez pointed to two primary factors behind the high‑school reading dip: reduced student motivation and weaker academic preparation among incoming freshmen. Data chief Rob Curtin cautioned that motivation alone does not explain the trend, noting that prior achievement levels of the cohort also play a role.

“There are multiple reasons for what’s happened with our results in grade 10,” Curtin said. “Certainly we would acknowledge the motivation factor, but also want to acknowledge the prior results of those students coming into high school.”

Math holds steady, other subjects mixed

Math performance showed little change overall, with 41% of grades 3‑8 and 44% of high‑school students meeting or exceeding expectations. Some gains were recorded among sixth‑ and eighth‑graders, while science results were mixed and eighth‑grade civics remained flat at 40%.

Equity gaps persist

Low‑income students, English learners, and students with disabilities continue to lag behind. In grades 3‑8, only 22% of low‑income students met or exceeded ELA standards, 11% of students with disabilities, and a mere 4% of English learners. Black and Hispanic students held steady at 25% and 22% respectively, while Asian and white students each slipped two points.

State response and upcoming reforms

Education Secretary Stephen Zrike highlighted several initiatives aimed at reversing the downward trend. The administration is expanding high‑dosage tutoring, rolling out the Literacy Launch program, and increasing funding for evidence‑based K‑3 reading curricula. In August, the state awarded nearly $24.7 million to 71 districts and an educational collaborative for literacy instruction.

Governor Maura Healey recently signed legislation mandating research‑backed reading curricula for kindergarten through third grade and tightening literacy screening and teacher preparation requirements. Martinez described these steps as part of a broader “north star” vision that sets new proficiency benchmarks for grades 3‑8 by 2031 and seeks to reduce the number of students performing at the lowest level.

Graduation framework in transition

Massachusetts voters approved a 2024 ballot measure removing the MCAS requirement for high‑school diplomas, though the test remains the primary statewide measure of achievement. Lawmakers are now working on a new graduation framework that will emphasize coursework, career preparation, financial literacy, civics, artificial‑intelligence literacy, and post‑secondary planning rather than a single high‑stakes exam.

Martinez expressed optimism about the state’s collaborative approach to education reform, noting that Massachusetts “invests in education” and can “stabilize the data and reverse this trend.” The upcoming Board of Education meeting will discuss specific goals and timelines for the new framework.

While the MCAS results underscore that Massachusetts has not yet restored pre‑pandemic performance, the administration’s focus on literacy, tutoring, and a comprehensive graduation plan offers a clear path forward.
