Louisiana lawmakers hear alarming rise in child abuse deaths as DCFS faces staffing crisis

During a day‑long hearing of the Louisiana Senate Select Committee on Women and Children, state officials disclosed that the Department of Children and Family Services (DCFS) has investigated more child deaths this year than in all of 2025. The agency logged 55 investigations as of Aug. 8, 2026, and 25 of those have been substantiated as fatalities resulting from abuse or neglect.

Numbers and trends

Last year DCFS investigated 54 child deaths under age 15, confirming 29 as abuse or neglect cases. This year’s figures already exceed that total, and the agency expects the final count to surpass last year’s tally. The agency did not provide a breakdown of ongoing investigations or cases that were ultimately cleared of abuse.

Staffing challenges and caseloads

DCFS Secretary Rebecca Harris, who took over the agency a little over a year ago, has overseen a major reorganization. Office‑based supervisors were moved back into the field, and the 24‑hour abuse hotline was centralized at the agency’s Baton Rouge headquarters. Those changes have led dozens of workers to resign or retire.

Sen. Patrick McMath, R‑Covington, highlighted the turnover, noting that 24 of the department’s 89 child‑welfare trainees quit between March and July. He asked Harris how the agency could reduce caseloads amid such attrition. Some workers are handling more than 90 cases each, with one reported at 165 cases. The statewide average caseload is now around 25, though the Baton Rouge region remains higher, according to DCFS Assistant Secretary Connie Guillory.

“Help me make the math make sense,” McMath said during the hearing.

Legislative response

Sen. McMath and Sen. Regina Barrow, D‑Baton Rouge, authored bills in the spring session that would dissolve DCFS and transfer its responsibilities to other state departments. Barrow later withdrew her proposal and agreed to work with Harris on agency improvements. Governor Jeff Landry, who appointed Harris, intervened to block McMath’s measure.

Foster‑care fatalities

The committee also received an update on deaths among children in the state’s foster‑care system, which falls under DCFS oversight. As of Aug. 8, nine foster children have died this year. Six deaths were linked to pre‑existing health conditions, one resulted from an overdose, and two were attributed to abuse and neglect while the children were with their biological parents. By comparison, a year ago DCFS recorded seven foster‑care deaths, five from medical issues and one each from abuse and neglect.

In a recent criminal case, a foster caregiver in Beauregard Parish was arrested after the death of 18‑month‑old Melanie Trahan, who had been in his custody for less than a month. The caregiver, Alberto Marin, 31, faces a second‑degree murder charge, and another foster child in his home has been removed.

National context

Child maltreatment trends in Louisiana mirror national patterns, with fatal abuse and neglect cases climbing each year since 2020, except for a dip in 2024. State officials and legislators say the data underscore the need for systemic reform and stronger oversight of child‑welfare services.

As the Senate committee continues its oversight, DCFS leaders have been asked to detail specific actions they will take to reduce backlogs, improve staffing stability, and protect vulnerable children across the state.
