Loudoun County board reconsiders exemptions for 23 data‑center projects

Loudoun County, Va. – On Tuesday, the Board of Supervisors will revisit a proposal that could end the special exemption granted to 23 data‑center projects already under development. The move would require those projects to comply with the county’s new data‑center regulations, undergo public hearings and receive a final board vote before proceeding.

Background on the exemption

Last year the board adopted updated rules for new data‑center construction, including stricter environmental standards and a mandatory public‑hearing process. At that time, the board granted a one‑time exemption for 23 projects that were already in the planning stage but not yet built.

Supervisors seek to remove the exemption

Supervisors Juli Briskman and Laura TeKrony are now urging the board to rescind the exemption, arguing that all projects should be subject to the same review standards to protect residents’ quality of life and preserve land for housing and other uses. They say the exemption creates an uneven playing field for developers and undermines confidence in the county’s regulatory process.

Opposition from developers

Developers contend that the county already approved the projects and that revoking the exemption could damage investor confidence in Loudoun’s business climate. They warn that additional hearings and a board vote could delay construction, increase costs and jeopardize jobs tied to the data‑center industry.

Community concerns

Residents have voiced worries about increased noise, higher electricity demand, impacts on natural resources and the reduction of land available for housing. Loudoun County is home to more than 250 data centers that generate over $1 billion in annual revenue, making the industry a significant economic driver while also raising quality‑of‑life questions for neighbors.

Public input and next steps

Last month the board postponed a vote to allow the county attorney to review the proposal for potential legal challenges. Earlier this week, open‑house meetings gave locals a chance to share their concerns, part of a broader review of data‑center policy slated for completion next spring. The upcoming vote will determine whether the 23 projects retain their exemption or must face the new approval process.

The outcome will shape how Loudoun balances economic growth from the data‑center sector with the community’s desire for responsible development and environmental stewardship.
