Kenya is expected to obtain about $400 million in emergency financing from the World Bank within the next six weeks, according to a source familiar with the arrangement. The funds will be delivered through the Bank’s Rapid Response Option, a facility designed to provide swift assistance when an eligible crisis occurs.
Why the funding is needed
The source explained that the request follows a widening set of challenges for the East African nation. While the initial trigger was the sharp rise in crude‑oil prices after the Iran war began in February, Kenya now faces additional pressures from a regional Ebola outbreak and the lingering effects of the El Niño weather pattern.
Ebola has already claimed more than 3,000 lives in the Democratic Republic of the Congo and has spilled over into neighboring Uganda, raising concerns for Kenya’s health system. Meanwhile, the country’s agriculture and water resources remain vulnerable to El Niño‑related floods and droughts, recalling the severe 1997 episode that destroyed crops and damaged infrastructure.
How the World Bank support works
A World Bank spokesperson said the lender is helping Kenya finalize a framework to access rapid financing when “an eligible crisis or emergency occurs, including the conflict in the Middle East and El Niño.” The exact terms have not been disclosed.
World Bank emergency financing for eligible countries is typically capped at 10 % of the nation’s undisbursed lending portfolio. Kenya’s portfolio exceeds $7 billion, with roughly $3 billion already disbursed or committed, which places the potential emergency amount at about $400 million.
Next steps
The two sides are finalising a Contingency Emergency Response Project that will set the funding terms. The final amount will depend on the undisbursed balance when the agreement is completed. The World Bank’s board has already cleared the projects underpinning the Rapid Response Option, allowing funds to be released once the documentation is signed.
Kenya’s Ministry of Finance has not responded to requests for comment.
