Keizer City Council Schedules Public Hearing on Street‑Sweeping Contract Exemption

The City of Keizer announced that its City Council will convene a public hearing on Monday, September 21, 2026, at 6:00 p.m. in the Robert L. Simon Council Chambers at the Keizer Civic Center, 930 Chemawa Road NE. The purpose of the hearing is to collect input on the city’s draft findings recommending an exemption from the formal solicitation process for the proposed street‑sweeping services contract.

What the exemption entails

The draft findings propose that the city may bypass the usual competitive bidding requirements for the street‑sweeping contract. By granting an exemption, the Council could streamline the procurement process, potentially saving time and administrative costs while still ensuring that residents receive reliable street‑cleaning services.

How residents can participate

Any interested party may appear at the hearing to present oral testimony. Written comments are also accepted and must be submitted to the City Recorder no later than 5:00 p.m. on the day of the hearing. Written responses can be mailed to Melissa Martin, City Recorder, P.O. Box 21000, Keizer, OR 97307; hand‑delivered to 930 Chemawa Road NE; or emailed to [email protected].

Copies of the draft findings are available at Keizer City Hall or by contacting the City Recorder at (503) 390‑3700.

Accessibility and accommodations

The hearing location is wheelchair‑accessible. Residents who require special accommodations should contact the City Recorder at (503) 856‑3412 at least 48 hours before the hearing.

Contact information

For additional questions, citizens may reach out to Keare Blaylock, Public Works Director, at (503) 390‑3700.

The City Council will consider the public comments before deciding whether to adopt, modify, reject, or continue deliberations on the exemption. The Council’s decision will be announced at the conclusion of the hearing.

Issued by Melissa Martin, City Recorder, on September 14, 2026.
