Jefferson County Commission to Review U.S. Steel Grant and Drummond Tax Abatement

The Jefferson County Commission is set to discuss two major economic‑development proposals at its Thursday meeting, following a Tuesday agenda‑setting session. Both items focus on attracting private investment that promises jobs and a solid return for taxpayers.

U.S. Steel Seamless Tubular Operations LLC

U.S. Steel Seamless Tubular Operations LLC plans to invest $463 million in a new facility, allocating $222 million for construction and $241 million for equipment. The company is requesting a grant to help fund the new jobs the project will create. The projection is for 152 positions paying an average of $35.36 per hour.

The commission previously approved an abatement of non‑educational sales and use taxes during the construction phase, as well as a ten‑year abatement of non‑educational property taxes. The combined grant and abatement package is capped at $456,000. County officials estimate the investment will generate $16,402,145 for the general fund and $42,552,503 for the education fund.

“We just appreciate our partnership with the county,” said Paul Vercher, senior director of state governmental affairs for U.S. Steel. “As U.S. Steel continues to invest money, obviously, the better partnerships you have, the more opportunities you have. We’re thankful for the partnerships, the friendships and the opportunities. We’re looking forward to getting more jobs here in Jefferson County too.”

Drummond Company Project with ABC Coke

Also on Thursday’s agenda is a proposal from Drummond Company for a $182,987,000 capital investment to replace coke ovens and related equipment at its ABC Coke facility located at 900 Huntsville Avenue in Tarrant. Drummond is seeking approval of a tax abatement on non‑educational taxes.

The county expects a return on investment of $686,201 from the Drummond project, adding to the overall economic benefit of the proposed developments.

What This Means for Jefferson County Residents

Both proposals are framed as partnerships between private industry and local government, aiming to boost employment while delivering measurable returns to the county’s general and education funds. The commission’s decisions will reflect Jefferson County’s commitment to fostering a business‑friendly environment that supports families through job creation and fiscal responsibility.

Community members who are interested in the details of the proposals or wish to provide input are encouraged to attend the public meeting on Thursday. The commission will vote after hearing testimony and reviewing the projected financial impacts.
