Ireland hosts EU ministers to push ahead on Ukraine loan disbursement

WICKLOW, Ireland – On Tuesday, Ireland’s defence minister Helen McEntee welcomed a gathering of European Union defence ministers in Wicklow, using the meeting to press for an accelerated release of money pledged to Ukraine. The informal session, held under Ireland’s rotating six‑month EU presidency, highlighted growing support among EU states to bring forward part of the €90 billion loan that the bloc approved for Kyiv.

EU loan and Ukraine’s needs

The EU loan is scheduled to be paid out over 2026 and 2027, with €45 billion due next year. Ukraine’s new defence minister, Yevhenii Khmara, addressed the ministers via video link and asked that a portion of the next year’s payments be moved forward. He argued that a funding gap threatens Ukraine’s ability to sustain its defence against Russia, now in its fifth year of conflict.

Irish leadership and broader EU backing

McEntee told reporters that “a significant number of member states” voiced support for the request. While the meeting was informal and no binding decisions could be made on the spot, she emphasized that Ireland will continue to advocate for front‑loading the funds. “It is obviously beyond today, but we need to push, insofar as possible, for bringing that forward,” she said.

The push for early disbursement reflects a broader sentiment within the EU that Ukraine’s war effort requires steady, reliable financing. Delays or staggered payments could hamper Kyiv’s ability to procure essential defence equipment and sustain its armed forces.

What comes next?

Any change to the loan schedule must be approved by the European Commission and the governments of all EU member states. McEntee’s remarks suggest that Ireland will use its presidency to keep the issue on the agenda, encouraging fellow members to consider a coordinated approach.
