Improving Fiscal Responsibility in Illinois: A Call for Economic Impact Studies

Illinois is grappling with a projected $21 billion budget deficit over the next five years, highlighting the need for more informed fiscal decision-making. With expenditures expected to rise by nearly 20% while revenues increase by only 11%, state lawmakers are urged to adopt a more thorough approach to economic impact assessments.

Revisiting Costly Policies

One area of concern is the underestimation of costs associated with migrant health care. In 2023, Illinois anticipated spending $220 million, but actual expenses soared to $644 million. This discrepancy underscores the necessity for timely policy reviews that do not rely solely on lengthy audits.

Additionally, the state has enacted business taxes for fiscal 2026 with minimal debate, prioritizing short-term revenue gains over long-term economic health. Such decisions could hinder economic growth in a state already struggling to keep pace with national trends.

Enhancing Legislative Oversight

The Illinois Joint Committee on Administrative Rules currently evaluates the financial impact of proposed rules on small businesses and local governments. However, its authority is limited. Expanding this role or establishing a similar mechanism for comprehensive economic impact reviews could provide lawmakers with crucial insights before making significant policy changes.

Illinois is the fourth-most regulated state in the U.S., with over 282,000 restrictions. Many of these are economically burdensome and warrant closer scrutiny before implementation. Adopting a model similar to the federal Regulations from the Executive in Need of Scrutiny Act could be beneficial. This would require legislative approval for regulations with an economic impact of at least $10 million, ensuring thorough analysis and democratic accountability.

For Illinois to avoid further financial deterioration, lawmakers must shift focus from short-term policymaking to the state’s long-term fiscal health.
