Illinois father appointed head of ICE VOICE office after daughter killed by illegal immigrant

Joe Abraham, a lifelong resident of Illinois, started his first day as director of the Department of Homeland Security’s Victims of Immigrant Crime Engagement (VOICE) office on Friday. Abraham took the role after his 20‑year‑old daughter, Katie, was killed in a drunk‑driving crash in January 2025 by an illegal immigrant from Guatemala who was using a false Mexican identity.

“I was living a comfortable, simple life, looking forward to retirement, and my whole world is upside down,” Abraham told Fox News Digital. The driver, Julio Cucul‑Bol, was captured in Texas days after the crash as he attempted to flee to Mexico. He later pleaded guilty to aggravated driving under the influence resulting in death and leaving the scene, receiving a 30‑year prison sentence.

From personal loss to federal service

Abraham said the loss forced him to confront an “unimaginable reality” and left him without the support he expected from state officials. He later testified at a congressional oversight hearing in June 2025, where his daughter’s story was highlighted in discussions about sanctuary‑state policies and cooperation with federal immigration authorities.

President Donald Trump invited Abraham and other families who have lost loved ones to illegal‑immigrant crime to the White House, describing the meeting as “genuine” and “empathetic.” That encounter led to Abraham’s partnership with DHS on communications work and ultimately to his appointment to lead VOICE.

What the VOICE office does

The VOICE office, reestablished by the Trump administration in April 2025, assists families of illegal‑immigrant crime victims in navigating complex immigration law, locating loved ones, and accessing social‑service resources such as grief counseling. According to a June report, the office has fielded 897 calls, provided assistance to 588 victims, and helped 185 family members obtain information and services.

Most reported crimes to VOICE involve assault (35%), rape and sexual assault (17%), and homicide or manslaughter (10%). The office also serves as a central point for reporting illegal‑immigrant crimes.

Abraham said his top priority is raising awareness of the office’s services so victims feel heard, cared for, and dignified. “We want people to know that we’re out here and what we can offer,” he said.
