Houston City College secures $1.5 M in state workforce grants for Texas employers

Houston City College (HCC) announced Thursday that the Texas Workforce Commission has awarded the college over $1.5 million in Skills Development Fund grants. The money will fund customized training programs for four Texas companies—Tesla, Texas Tissue Converting, Karsten Management and Watchfire Signs—benefiting a total of 689 current and new employees.

Grant details and targeted industries

The largest portion of the funding, just under $783,000, is earmarked for Tesla’s Brookshire megafactory battery operations. The grant will support technical training for 261 new hires, ensuring the workforce can meet the rapid pace of advanced battery production.

Texas Tissue Converting and Karsten Management will share a combined grant of just over $690,000. Their programs will train 300 employees across manufacturing and logistics functions, helping both firms adapt to evolving industry standards.

Watchfire Signs will receive nearly $84,000 to develop advanced innovation training for its staff, reinforcing the company’s competitive edge in the signage and graphics market.

Statewide initiative and Governor Abbott’s vision

The grants are part of Governor Greg Abbott’s broader rollout of $1.7 million in Skills Development Fund awards to HCC, Workforce Solutions Lower Rio Grande Valley and other regional partners. Abbott praised the effort, stating, “Texas is the best state in the nation for job creation and economic opportunity. These grants will equip 689 Texans with the skills they need for high‑demand careers, help businesses find qualified workers and ensure our state remains a leader in economic growth.”

College leadership emphasizes partnership

HCC Chancellor Margaret Ford Fisher highlighted the collaborative nature of the initiative, noting, “Building a strong workforce requires strong partnerships. These grants demonstrate how state agencies, employers and Houston City College can work together to meet evolving workforce needs, strengthen Texas businesses and create meaningful opportunities for workers.”

What the training will cover

According to the Texas Workforce Commission, the Skills Development Fund assists businesses in creating comprehensive training programs. Grant funds may be used for curriculum development, training materials, instructor certifications and the purchase or upgrade of training equipment. By investing in these areas, the participating companies aim to improve productivity, reduce skill gaps and position Texas workers for long‑term career advancement.

Looking ahead

Community Impact reached out to HCC for a timeline on the rollout of the training programs but had not received a response at press time. The college expects the first courses to begin later this year, aligning with each company’s hiring schedule and production needs.

These investments underscore a continued commitment from both state leaders and local educational institutions to equip Texas workers with the tools needed for a rapidly changing economy, reinforcing the state’s reputation as a hub for manufacturing, technology and logistics excellence.
