Contentious Remarks

Rep. Max Miller, R-Ohio, accused Tlaib of supporting terrorists, referencing Hezbollah, and personally attacked her during the debate. Tlaib, a Palestinian-American and one of the few Muslim women in Congress, is known for her outspoken views against Israel. Miller’s comments led to a verbal confrontation, with Tlaib demanding the remarks be stricken from the record.

The phrase “words taken down” was invoked, a parliamentary procedure that halts all House business to determine if a member’s language violated decorum rules. The House prohibits personal attacks and impugning motives of fellow lawmakers. Tlaib argued that Miller’s remarks crossed this line.

Procedural Outcomes

Rep. Jay Obernolte, R-Calif., who presided over the debate, ruled that Miller’s comments were out of order, as they impugned Tlaib’s patriotism and loyalty. Consequently, Miller was sanctioned and barred from speaking for the rest of the day. Despite the ruling, Miller, through Rep. Brian Mast, R-Fla., stood by his statements, further attempting to submit controversial articles about Tlaib into the record, which she objected to.
