The city of Greer is grappling with housing availability and affordability challenges. To address these issues, the city commissioned a Housing Needs Assessment and Strategy study by Civitas LLC, a Charleston-based community development consulting firm.
Study Findings and Recommendations
The study’s findings and recommendations were presented to the Greer City Council, which adopted the report as a policy framework. The recommendations include implementing a communications, education, and civic engagement process centered on housing and housing affordability, as well as continuing or expanding public support with nonprofit partners already working on housing issues.
Other recommendations that would require legislative action from the City Council include a rental housing registration process, which would give the city better tools to address issues within the city’s rental market. This process would involve authorizing city staff to have right of entry in situations where rental owners or management are suspected of code violations.
