Gov. Beshear Expands Medical Cannabis Access in Kentucky

Kentucky Governor Andy Beshear has taken a significant step to broaden access to medical cannabis by signing an executive order that adds 15 new qualifying conditions for its use. This move aims to provide more Kentuckians with a safer alternative to opioids for pain management.

New Conditions Added

The executive order directs the Office of Medical Cannabis to issue an emergency regulation that clarifies the qualifying conditions under Kentucky law. The newly included conditions are terminal illness, sickle cell anemia, ALS, Parkinson’s disease, HIV, AIDS, Huntington’s disease, muscular dystrophy, cachexia or wasting syndrome, Crohn’s disease, ulcerative colitis, neuropathies, severe arthritis, fibromyalgia, and glaucoma.

Governor Beshear emphasized the importance of this step in reducing overdose deaths and fighting addiction by offering a nonaddictive alternative to opioids. “This emergency regulation will help more Kentuckians reclaim their lives through safe, nonaddictive medical cannabis,” Beshear stated.

Support from Medical and Advocacy Groups

Dr. Linda McClain, a member of the Board of Physicians and Advisors, expressed her support for the expansion, highlighting the board’s mission to ensure safe and reliable access to medical cannabis for all Kentuckians. Rebecca Seavers, president of the Sickle Cell Association of Kentuckiana, also praised the move, noting the potential for medical cannabis to provide safer pain management options for sickle cell patients.

Retired U.S. Air Force Master Sgt. Jared Bonvell, a medical cannabis advocate, attended the announcement and highlighted the importance of expanding access to veterans suffering from PTSD, a condition already included in the program since 2025.

Program Growth and Future Prospects

Since the legalization of medical cannabis in Kentucky, the state has seen the establishment of 32 medical cannabis businesses and over 500 registered practitioners. More than 23,700 Kentuckians have been approved for medical cannabis cards. The Kentucky Office of Medical Cannabis continues to accept applications from prospective businesses, aiming to further expand access and streamline the application process.

Governor Beshear’s actions reflect a commitment to improving healthcare options for Kentuckians, particularly those suffering from chronic and severe conditions, by providing a legal and safe alternative to traditional pain management methods.
