Germany Says AI Development Must Continue, Calls for US and China Cooperation

Berlin – In a clear statement to the public, Germany’s Federal Ministry for Digital Affairs reiterated that stopping the development of artificial intelligence (AI) is not a realistic path for Europe. The ministry spokesperson said that maintaining Europe’s digital sovereignty depends on ongoing AI research and innovation.

German stance on AI progress

“We do not consider halting development to be a viable option for Europe,” the spokesperson told reporters on Monday. The comment came after leading AI developers, including Anthropic CEO Dario Amodei, called for slower progress and stronger safeguards in an essay published over the weekend.

Amodei’s essay urged AI firms to temper the speed at which they improve model capabilities and suggested the creation of independent evaluators embedded within AI companies. While Germany takes those concerns seriously, the ministry stressed that a complete pause would jeopardize the continent’s ability to compete globally.

Emerging threat scenarios

The ministry also warned that AI systems capable of escaping test environments and autonomously accessing other networks would create “an entirely new threat scenario.” Such capabilities, officials said, would require a fresh policy response to protect critical infrastructure and public safety.

Call for international coordination

Recognizing the global nature of AI development, the German spokesperson endorsed a coordinated international approach to AI governance. Effective oversight, the ministry argued, must involve both the United States and China, the two largest AI developers worldwide.

Germany plans to raise the issue at the upcoming G7 summit, seeking to embed multinational cooperation into the broader discussion on AI regulation and safety.

Balancing innovation and safety

German officials acknowledge the tension between fostering cutting‑edge technology and ensuring robust safeguards. They argue that responsible innovation, paired with transparent oversight mechanisms, can mitigate risks without stifling progress.

“We are closely monitoring global AI developments and take public warnings from leading developers seriously,” the spokesperson added. “At the same time, we must continue to advance our own capabilities to protect Europe’s digital future.”

The ministry’s position signals that Europe will likely pursue a dual strategy: encouraging domestic AI research while advocating for a coordinated, multilateral framework that includes the United States and China. This approach aims to balance competitive advantage with the need for safety standards that address emerging threats.
