German authorities investigate Ukrainian detainee linked to Russian sabotage network

German Interior Minister Alexander Dobrindt announced that a Ukrainian man, aged 24, who was detained in Bucharest, Romania, is suspected of operating as a low‑level agent for a Russian‑controlled sabotage network. The suspect is alleged to have helped transport handguns and incendiary devices into the Berlin area.

Alleged movements and cargo

According to a report by Spiegel, the suspect traveled by bus from Poland to Berlin on October 1 of last year. While in the German capital, he reportedly collected two parcels containing handguns from a roadside location in the eastern part of the city. He then concealed the weapons in an underground depot near a lake in Berlin’s southeast.

After completing the drop, the suspect returned to Poland by bus. He was later apprehended in Bucharest alongside another Ukrainian individual. Romanian authorities say the pair are suspected of using the Ukrainian express delivery service Nova Post to ship parcels that contained incendiary devices.

International cooperation and possible extradition

German officials confirmed that discussions are underway regarding the suspect’s possible extradition from Romania to Germany. The interior minister emphasized that the investigation remains ongoing and that foreign powers could be involved, though he could not specify the exact chain of command within the alleged network.

Romanian intelligence services have described the two detainees as members of a sabotage network directed by Russian state services, targeting European nations. The Russian embassy in Berlin has not responded to requests for comment, and German federal prosecutors, as well as Polish security agencies, declined to provide further details at the time of reporting.

Legal and security implications

The case highlights the challenges European law‑enforcement agencies face in countering cross‑border sabotage operations that blend conventional firearms trafficking with the use of improvised explosive devices. While the suspect is described as a “low‑level agent,” officials stress that the network’s broader objectives remain under investigation.

Authorities in Germany and Romania are cooperating closely to gather evidence, assess the extent of the network’s activities, and determine the appropriate legal proceedings. The investigation underscores the importance of international collaboration in safeguarding European security against covert operations linked to hostile foreign actors.
