Former Loretto Hospital CEO Secures Federal Plea Deal to Avoid Prison

Chicago – U.S. District Judge Robert Gettleman approved a plea agreement on Tuesday for George Miller, who served as chief executive officer of Loretto Hospital from 2017 to 2022. Miller faces federal charges alleging that he accepted $769,000 in bribes in exchange for steering multimillion‑dollar contracts to companies controlled by Sameer Suhail.

Plea Terms and Restitution

Under the agreement, the government will dismiss all charges against Miller provided he fulfills 13 conditions over a twelve‑month period. The specific conditions were not released publicly. Miller must also pay $60,000 in restitution, scheduled at $5,000 per month.

“Mr. Miller, you got lucky here,” Judge Gettleman remarked during the hearing.

Related Cases at Loretto

This is the second Loretto executive to reach a similar deal this summer. Former Chief Transformation Officer Heather Bergdahl entered a comparable plea agreement last month. The hospital’s former chief financial officer, Anosh Ahmed, remains charged and is awaiting extradition from Serbia.

Prosecutors have also indicated they are negotiating a deal with Suhail, who faces separate charges in the alleged embezzlement scheme.

Allegations of a Wide‑Scale Scheme

According to the indictment, Ahmed, Bergdahl and Suhail conspired to direct payments to a series of shell companies that provided no actual goods or services to Loretto. Those companies were allegedly created to hide their connection to the fraudulently obtained funds.

The scheme is said to have siphoned roughly $15 million from Loretto, a safety‑net hospital on Chicago’s West Side that has struggled financially. Miller is accused of receiving hundreds of thousands of dollars in exchange for awarding contracts worth $19 million to Suhail’s entities.

Personal Wealth and International Flight

Investigators noted that Suhail and Ahmed displayed an affluent lifestyle on social media, showcasing luxury cars, high‑end watches and condos in Chicago’s River North district. After the indictment, both men reportedly relocated to Dubai, where they continued to present a lavish image while remaining fugitives from U.S. law.

Earlier reporting by Block Club Chicago documented Suhail’s opening of a luxury plastic‑surgery clinic in Dubai and his connections with political and influencer circles.

Other Related Federal Actions

In a separate but related development, Mohamed “Siraj” Sirajudeen, who operated O’Hare Clinical Lab Service, pleaded guilty earlier this month to submitting over 1.3 million fraudulent COVID‑19 test claims for uninsured patients. As part of his agreement, Sirajudeen will cooperate with prosecutors in the case against Ahmed.

The series of federal actions underscores ongoing efforts to hold public‑sector officials and their associates accountable for alleged corruption and fraud.
