Florida Counties Purchase Flood-Prone Homes to Mitigate Hurricane Damage

In an effort to address the persistent issue of flooding caused by hurricanes, several Central Florida counties are taking proactive steps by purchasing and demolishing flood-prone homes. This initiative is being funded through federal resources, with the aim of reducing the impact of repetitive flooding on residents and insurance companies.

Local Efforts to Mitigate Flooding

Seminole County Emergency Manager Alan Harris explained that the county is actively using federal funds to acquire properties in areas prone to flooding. “If a home continues to repetitively flood over and over again, we want to get that individual out of hazards. It’s good for them, their stress levels, and it’s good for the insurance companies and it’s good for all of us,” Harris stated.

In Lake Harney, water levels have reached up to seven feet on some homes, underscoring the severity of the problem. Harris noted that repairing or rebuilding homes in these areas is often not cost-effective, as it raises insurance costs and burdens first responders who must repeatedly address storm-related emergencies.

Impact on Homeowners

For homeowners like Cassandra Geller, the decision to move is emotionally challenging. Geller, who moved from Maryland to Florida, expressed her heartbreak over having to relocate once more. Earlier this year, Volusia County leaders decided to purchase her home in DeLand and demolish it, with plans to convert the area into a retention pond to help mitigate future flooding.

Daytona Beach’s Midtown neighborhood faces similar challenges, with residents recounting stories of homes being completely flooded and families having to start over. Two years ago, the U.S. Army Corps of Engineers conducted a study to explore solutions for reducing flooding, but concluded that there is no simple or affordable fix.

Future Mitigation Programs

Despite the emotional toll on residents, local government agencies remain committed to ensuring the safety of their communities. Harris mentioned that mitigation programs are periodically available, often following hurricanes when additional funds are released. These programs aim to provide long-term solutions to the recurring flooding issues faced by many Central Florida communities.
