Finland completes 124‑mile fence to counter Russia’s hybrid migration tactics

Finland announced the completion of a 124‑mile fence along its eastern frontier with Russia, a measure it says is essential to counter what officials describe as Moscow’s “hybrid warfare” using illegal migrants.

Why the fence was built

Petri Hakkarainen, political director for the Finnish Ministry for Foreign Affairs, told Fox News Digital that Russia has repeatedly tried to “instrumentalize migrants at the Finnish border,” pushing people toward Finland to create political pressure. He warned that a sudden influx of asylum seekers could overwhelm the Finnish system and destabilize society.

Border closures and legal steps

In 2023 Finland closed its entire land border with Russia, a move that prompted a formal complaint from Moscow labeling the action “Russophobic.” The fence now supplements those closures, providing a physical deterrent. Finnish lawmakers also passed the Border Security Act, a temporary law allowing authorities to limit asylum applications and turn back migrants if a foreign actor attempts to destabilize the country.

Broader security context

Finland joined NATO in April 2023 after Russia’s full‑scale invasion of Ukraine, marking a shift from its historic neutrality. Since then, the country has seen over 1,300 migrants without visas arrive at its eastern border, which officials say is part of a broader Russian strategy to undermine transatlantic security.

Hakkarainen emphasized that Finland’s actions are driven by a long‑term threat assessment, noting that Russia’s tactics extend beyond Ukraine to Europe and the entire transatlantic alliance.

International reaction

The Kremlin expressed “deep regret” over Finland’s border measures, claiming they replace decades of “pragmatic, mutually respectful relations” with an anti‑Russian stance. Western officials have similarly accused Moscow of employing disinformation and economic coercion across Europe.
