SHREVEPORT, La. – A federal grand jury has issued two separate indictments that underscore the seriousness of violent crime and alleged sexual abuse affecting our communities. The first indictment targets Tre’veon Jackson, 24, a former Caddo Parish inmate who escaped custody and is now charged with carjacking a man in Bossier City. The second indictment concerns Maylon Jesse Foshee, 23, a Mansfield resident accused of sexually abusing minors during mission trips to Haiti.
Escaped inmate charged with carjacking
The grand jury returned a true bill on Tuesday, charging Jackson with carjacking and alleging he intended to cause death or serious bodily harm when he forcefully took a 2021 silver Ford Explorer from a man. Jackson is scheduled to be arraigned in U.S. District Court at 3 p.m. Thursday.
According to court documents, Jackson escaped on Sept. 14 while being transported for medical care to Ochsner LSU Health. He fled from a Caddo Parish sheriff’s deputy, somehow reached a hotel at the Louisiana Boardwalk, and later used the stolen vehicle to flee Bossier City. Police pursued him before he crashed near Haughton. After eight days on the run, Jackson was apprehended on Sept. 22 in Marshall, Texas, and is now held in federal custody.
Jackson also faces pending sentencing in Caddo District Court for an armed robbery conviction and prosecution for two unrelated homicides that occurred in 2021. The federal indictment adds a serious charge to an already extensive criminal record.
Mansfield missionary indicted for alleged sexual abuse
In a separate matter, a federal grand jury indicted Maylon Jesse Foshee, 23, of Mansfield on three counts of engaging in illicit sexual conduct in a foreign place. Foshee’s arraignment is also set for 3 p.m. Thursday in U.S. District Court.
The indictment alleges Foshee sexually abused minor children while on mission trips to Haiti between 2023 and 2025. He was working with Agape Ministries in Gonaïves, Haiti, where he reportedly helped send children to school and provided housing for them. The FBI began investigating after receiving a complaint that Foshee abused several minors during his stay. The criminal complaint includes explicit details of the alleged abuse, and one victim reportedly told agents to stop the sexual abuse.
Foshee is currently detained in the U.S. Marshals’ custody at the Bossier Parish Maximum Security Jail.
Community impact and law‑enforcement response
Both cases highlight the importance of vigilant law‑enforcement cooperation across state lines. The swift apprehension of Jackson in Texas demonstrates effective coordination between Louisiana and Texas authorities. Likewise, the FBI’s investigation into alleged abuse abroad underscores the federal government’s commitment to protecting children, even when crimes occur overseas.
Local officials encourage residents to remain vigilant and report any suspicious activity. Sheriff’s deputies in Caddo Parish reiterated their dedication to public safety and urged community members to cooperate with ongoing investigations.
What’s next?
Jackson will face federal charges in addition to his state convictions, while Foshee will confront serious federal counts related to sexual abuse of minors. Both defendants remain in custody pending further court proceedings.
These indictments serve as a reminder that federal authorities are actively pursuing justice for violent and sexual crimes that threaten the safety and moral fabric of our neighborhoods.
