El Paso Water fixes 70‑year‑old pipe break, avoids rate hikes for 100,000 customers

In January, a major water main failure in the Northeast section of El Paso disrupted service for tens of thousands of households. The break, traced to a 70‑year‑old pipeline and a faulty valve that prevented isolation of the leak, left about 100,000 residents facing low pressure or no water for multiple days.

Utility response and repair costs

Gilbert Trejo, vice president of operations and technical services for El Paso Water, acknowledged the impact on the community. “I think for the residents in the Northeast, we failed them,” Trejo said. He added that the incident highlighted the challenges of maintaining aging infrastructure, but emphasized that the utility is prepared for such events from a financial standpoint.

The repair effort cost $877,000. Despite the sizable expense, El Paso Water confirmed that the incident will not result in any increase to customer rates. “It’s fair that they’re upset,” Trejo noted, underscoring the utility’s commitment to keeping water affordable while addressing critical system needs.

Infrastructure aging and future plans

The failure underscores a broader issue of aging water infrastructure across many municipalities. El Paso Water officials said the incident has reinforced their focus on proactive maintenance and replacement programs to prevent similar disruptions. While the current repair addressed the immediate leak, the utility is evaluating its pipeline network to prioritize upgrades where the risk of failure is highest.

Community members expressed frustration over the outage, but many also voiced appreciation for the utility’s transparency and the decision not to pass costs onto ratepayers. Local leaders have called for continued investment in the water system to safeguard public health and ensure reliable service for all neighborhoods.
