El Paso school districts draft AI guidelines amid privacy concerns

El Paso, Texas – As artificial intelligence (AI) tools become more common in education, local school districts are taking steps to shape how the technology is used in classrooms. While the Texas Education Agency has not issued a statewide AI framework, districts such as Ysleta Independent School District and Socorro Independent School District have each crafted policies that address student consent, academic integrity, data privacy, and AI literacy.

Statewide context

In Texas, the lack of a mandatory state policy leaves individual districts to decide how, when, and whether to integrate AI tools into daily instruction.

Local district policies

Ysleta ISD’s draft policy requires explicit parental permission before a student can use AI-driven applications. The district also mandates that teachers disclose when AI has been used to generate content or assist with grading, reinforcing academic honesty standards. Socorro ISD’s approach similarly emphasizes consent and adds a curriculum component aimed at teaching students the basics of AI, including its benefits and limitations.

Both districts stress data privacy. Policies prohibit the collection of sensitive personal information—such as medical records, family details, or dating information—through AI platforms. The districts plan to vet any third‑party AI service for compliance with state and federal privacy laws before allowing classroom use.

Community concerns

Local leaders and parents have voiced worries about the rapid rollout of AI tools. Raina Mankarious, CEO of Crime Stoppers Houston, cautioned that children may share personal data unintentionally, creating potential safety risks. She also highlighted emerging reports of children forming emotional attachments to AI assistants, sometimes leading to distressing behavior.

“Children tend to pour personal information into these tools—medical data, family details, even dating information,” Mankarious said. “That can become very dangerous.” She added that some youths have expressed strong emotional bonds with AI, describing the technology as a “partner” or “love interest,” which can affect mental health.

Balancing innovation and safety

District officials argue that a measured approach can harness AI’s educational potential while protecting students. By requiring parental consent and embedding AI literacy into the curriculum, the districts aim to empower families to make informed decisions and equip students with critical thinking skills.

“We want to prepare our students for a future where AI is ubiquitous, but we must do so responsibly,” said a spokesperson for Ysleta ISD. “Our policies reflect a commitment to both innovation and the safety of our children.”

Looking ahead

Both Ysleta and Socorro ISDs plan to hold public forums in the coming weeks to gather community feedback before finalizing their AI guidelines. The districts will also monitor how other Texas schools address similar challenges, potentially collaborating on best practices.

As AI continues to evolve, El Paso’s educators and parents will play a pivotal role in shaping how the technology supports learning while safeguarding privacy and well‑being.
